Updated 27 February 2023. 114 Reasonably anticipated “Reasonable” means what a reasonable person would consider appropriate in the circumstances.341 This standard acknowledges that reasonable “does not mean perfect”.342 To “anticipate” means to be aware of (a future event) and take action; regard as probable; look forward to; to act or happen before.343 Unauthorized access Access to personal information is unauthorized if an employee of a government institution does not have approved access according to the security access chart (i.e., if the employee has access to personal information which they do not need to see or handle in the course of their job duties).344 Unauthorized use Use of personal information is unauthorized if it is not in accordance with section 28 (Use of personal information) of FOIP.345 341 British Columbia’s Personal Information Protection Act, SBC 2003, c 63 at section 2 and subsection 4(1).
