Updated 27 February 2023. 176 Use indicates internal utilization of personal information by a government institution and includes the sharing of the personal information in such a way that it remains under the control of the government institution.525 Purpose means the purpose for which personal information was obtained or compiled, the object to be attained or the thing intended to be done, e.g., the administration of a program, the provision of a service or other activity.526 The purpose of a collection means the reason(s) the personal information is needed and the use(s) that the government institution will make of the personal information.527 Original purpose is the specific reason for which the personal information was collected or created in the first place.528 Example: a government institution collects certain employment history information about employees to administer benefit programs and that information can subsequently be used to determine the employee’s eligibility for a certain program. Consistent purpose is one that has a direct and reasonable connection to the original purpose and that is necessary for performing the statutory duties of, or for operating a legally authorized program of, the government institution that uses the personal information.529 A purpose is consistent and compatible where an individual might reasonably have expected the use of the personal information at the time of collection.530 525 First defined by SK OIPC in 2008-2009 Annual Report at p. 76.
