Some examples: • Business planning • Financial planning • Contracts with independent contractors and consultants (i.e., contracts for service) • Property • Information and risk management666 Employees should be informed in a general way as to how personnel information about them may be disclosed and to whom. They should also be aware of the purposes for which various types of information may be disclosed.667 Examples of disclosures that would be captured by this provision include the disclosure of personal information in references for prospective employees (or see s. 16(e) of The Freedom of Information and Protection of Privacy Regulations), or for the provision of pay and benefit services by one government institution for other government institutions.668 Another example is disclosures by a government institution to the Public Service Commission which is the central human resource agency for the Government of Saskatchewan. This provision would not capture disclosures to the Provincial Auditor for the purpose of an audit. Such disclosures are captured under subsection 29(2)(q) of FOIP and section 15 of The Freedom of Information and Protection of Privacy Regulations. Government institutions should still abide by the data minimization and need-to-know principles when disclosing personal information. Only disclose the least amount of personal information necessary to achieve the purpose. Further, only disclose to those that have a need-to-know the personal information to carry out the purpose.
