(iii) The government of another province or territory of Canada, or its agencies, Crown corporations or other institutions. For subsection 28(2)(h.1)(iii) of LA FOIP to apply, the agencies in question must qualify as a “government of another province or territory of Canada, or its agencies, Crown corporations or other institutions”. Because of the possessive pronoun in this clause, “agencies” and “other institutions” should be understood as provincial or territorial agencies and institutions. For “other institutions”, it should be provincial or territorial government institutions as defined by those provinces and territories.512 (iv) The government of a foreign jurisdiction or its institutions. For subsection 28(2)(h.1)(iv) of LA FOIP to apply, the agency in question must qualify as a “government of a foreign jurisdiction or its institutions”. A foreign jurisdiction refers to a government or its institutions of any foreign nation or state outside of Canada.513 (v) An international organization of states or its institutions. For subsection 28(2)(h.1)(v) of LA FOIP to apply, the agency in question must qualify as a “international organization of states or its institutions”. An international organization of states refers to any organization with members representing and acting under the authority of the governments of two or more states.
